Can't assign stream format; Unable to create voice prompt file

After my motherboard died on my Vista machine, I tried to update my PhatNoise box, using PMM, on my Windows 8.1 machine.  Due to various problems, I rebuilt the DMS, using the Phat Hack DMS tools.   I have then  been able to add files to the DMS, but get the message "Can't assign stream format" and then "Unable to create voice prompt file ..." . 

I get the same message when saving the DMS.

5/10/14- I installed Microsoft SDK Version 11, with no changw in the problem.
