EAC for tagging extracted audio to FLAC.
PMM for finding mis-named files and changing those found.
Foobar for changing tags prior to importing into PMM.
Tried MusicBrainz Picard for mass renaming of downloaded files, could not get the hang of it.

I use Tag & Rename Pro for tag management, but I recently have found myself using Windows Media's advanced tag editor for in-place edits - it's not as fast or flexible, but it gives you access to many more tags.

Musicbrainz.org Classic Tagger.  It's great!

I've been using musicbrains / picard.   It gets the job done but the UI is non-intuitive and klunky.  I also like the way it restructures the dirs/files.
